General Rules
You must have a working microphone.
You must have access to discord. This is primarily what we use to communicate whether it regards staff, applications, server events, and etc.
You must respect one another in and out of RP. Derogatory remarks directed to others regarding race, gender, religion, disabilities or sexual preference will not be tolerated. Any form of harassment or disrespect will result in consequences.
If a problem needs to be resolved, always use the chain of command when contacting staff. Speak to a support staff first before speaking to moderators or admins.
Do not backseat admin whether in game or in discord. We appreciate all that care about the community and want to help out but please leave this to our administrators who are tasked to take care of situations.
Character names, Steam or discord names that are deemed offensive will receive one warning/kick. Please have appropriate names. If you continue to join after being warned/kicked with the offensive name, there will be consequences.
Green Zone includes PDM, Hospitals and Main Garage. You Can't Harm, Shoot, Carry, Take hostage someone in Green Zone. Park your Cars in the right manner & keep out from using Horn/Burnout.
Blue Zone includes PD (Police Department) areas where extra protections are afforded to Police.
Power Gaming - PG is usually known for using in-game power on a normal civilian or abusing game mechanics that can overpower the situation.
Fear RP applies – Players must value their lives. Players can permanently die.
No RDM (Random Death Match) - killing someone without giving them a reasonable ultimatum.
No VDM (Vehicle Death match) - You can’t kill/Harm someone with any given reason with a Vehicle.
Combat Login - You can’t disconnect from a RP situation/Police chase without completing it or Under Observation of Police even Respawn time is available.
You should never kill or kidnap an EMS intentionally.
You should not talking after being dead.
You should avoid Hate Speech/Slang in In-Game Chat.
You must not harass or do pitting in Safe Zone.
You should not carry a dead body after Killing/Code Red for more than 5 minutes.
You should not start firing or start running after being revived.
You must avoid using glitches or emote for taking advantages. If you find any glitches then please report it to support team.
You should not teach new players to do illegal jobs or any secret locations. Let them explore the city first and do some legal jobs.
(Our admins may pretend to be new players and catch you if you break this rule.)You must avoid harassing/kidnapping/fighting in Local Job Areas.
You cannot participate in the same situation after once being dead and revived.
Doing 3rd party in Robbery, Code red or any situation isn't allowed
You must not advertise other communities.
You are not allowed to do multiple whitelisted govt. jobs unless agreed upon by the two department heads. Only if the department heads provide consent for someone to have two separate characters do two jobs.
If you need to switch jobs from one govt. job to another, you must first resign from the first job and then wait at least one week before you are allowed to apply for the other job.
You cannot do a whitelist govt. job and do registered gang rp with another character. If you need to do this, you must take permission from an RP manager, and server admins. The decision of the RP manager is final in this matter, and you cannot complain if you are not permitted.
If you witness someone breaking the rules, the best way to contact an admin is on discord.
Please report your in-game name, what happened, and video proof.
ZERO-TOLERANCE
You must be mature enough to handle the heated situations. You must resolve the issue / situation in-game without taking this out of the character.
Racism, Discrimination, Homophobic Terms towards others will not be tolerated at all.
There should not be any kind of discrimination between Religion/Cast/Nationality/Sexual preferences.
HEAVILY ENFORCED
Toxicity
Being toxic with other players within the city is not allowed. You may with high quality rp, but do not create a toxic role-play that prohibits the role-play of another player.
Being toxic on stream, Facebook/YouTube/Twitch chat and discord or in peoples DMs is not tolerated.
Toxicity with the dead is also not tolerated. If you happen to kill someone for revenge or for any other reason, just act like a normal human being and not a madman. No hate speech or abusive behaviour will be tolerated. If you plan to loot the body, please refer to the looting policies under Robbing Rules.
Breaking Character
Always stay in character. If there is a problem, role-play out the scenario and report it on the discord.
Do not do actions in game in order to bait others into breaking roleplay.
This includes “Get that person’s ID” “I will submit a ticket” “I am going to speak with an adult” "That is so powerful". Approaching staff/admin in game to deal with issues.
Metagaming
Utilizing out of character knowledge for personal in character benefit or gain. This includes any knowledge gained from external programs such as Streams, Discord, TeamSpeak or Forums. Additionally, utilizing player unique identifiers or OOC chat for personal gain.
For example:
Knowing the location of someone’s stash house from YouTube stream and purposefully going there with your character.
Knowing from your friend in discord that you need a specific item for a job then going around asking for it.
Being with in-game friend in discord while roleplaying in the city, and discussing strategy or plans outside game
Powergaming
Role-playing outside of your character traits, abusing mechanics and using means not in-game to gain an advantage.
For example: Creating role-play where there is only one outcome.
Not RPing your injuries like sprinting or fighting as soon as you leave the hospital.
Roleplaying unrealistic superpowers to gain advantage.
Talking or Organizing while downed. Role-playing your injuries is fine.
Using a phone or radio while downed or handcuffed.
You should NOT change the style of how your PED looks every minute.
Civilians cannot escort a person until or unless the person is down / unconscious.
Using glitches to uncuff people to influence the current scenario.
Not providing accurate information while using t/me.
For Example:
If a medic does /me checks over your body, you have to reply /me has multiple gunshot wounds if you were shot.
Wearing a scuba diving suit just to get advantage in code red situations.
Hard Cuffing - it is only allowed for cops only if it is really needed.
Using the rag doll emote (Del) unnecessarily and/or to avoid being cuffed etc. will be considered as power gaming. This feature is only to be used as part of RP if you are surprised or shocked after hearing or seeing something, not to gain advantage in a situation.
Combat Logging
Logging out during an active situation to avoid role-play.
Quitting the game when you are dead and to save your inventory without using respawn.
RDM
Killing people without a story leading up to it.
Always initiate and make people aware of what you are doing and why.
Based on the story leading up to a war between different groups, they wouldn’t always need to initiate before shooting.
Killing someone while they are AFK is RDM.
VDM
Never kill anyone on purpose using a vehicle as a weapon. Also you cannot deliberately use a vehicle to run over someone.
New Life Rules
If you are downed and respawn at the hospital, your character forgets all events leading up to you being downed in the current scenario.
You may not respawn if you have been advised that police or EMS is on the way to your scene.
You may not respawn if you are in an active situation.
The only time you should be calling EMS/police while downed is when you're 100% alone and your injuries were not inflicted by someone else. Example: /911 LOCAL CALL There is an unconscious man on the side of Great Ocean Highway.
You cannot join back a situation once downed.
If you are just revived by EMS or checked-in, you have to act injured. Must not run or start fighting straight out of bed.
Fight Rules
Criminal activities are limited to 4 players max at a time and 6 players for official gang fights [Mafia must be advised of this fight, unless the fight starts too promptly to allow discussion with Mafia].
You cannot bring back an active situation to your turf where you might find your friends/gang of 15 members waiting there.
When a group of 4 engages with a group of 5+, you are knowingly engaging a bigger group and they do NOT have to drop numbers to defend themselves.
You can only have 1 southside gang character. Any other criminal characters cannot be part of the same agenda.
If in a fight situation with Police the criminals escape into an area surrounded by police and the situation becomes a Mexican-Standoff, then neither party can be forced to make a push into a fight they do not have advantage of. In such circumstances, there must exist a plan B. If you fail to have a plan B and you find yourself stuck in a standoff, that is just bad planning by you and cannot blame others.
In recent times we have been getting noises from players that situations are being dragged for too long. Please be aware that the situation is dragged for both sides and both sides have the right to complain. With such circumstances the RP Managers has proposed and approved the following rule:
If a situation involving police is seen to be getting dragged for more than an hour, police will then have the permission to call for back-up from SWAT (if available in the city) to storm into the hide-out and end the standoff. They can bring any numbers they have available at that time. This is purely upon the discretion of police and also if an officer of rank DIG and above is available to make that call.
Prohibited Role-play
Rape RP - NOT ALLOWED AT ALL
Suicide RP - NOT ALLOWED AT ALL
Pregnancy RP - NOT ALLOWED unless approved by staff/admin
Erotic RP - scenarios are not to take place in public. Only use private interiors! Be mindful of YouTube TOS.
Torture RP - Allowed if all parties agree to it
Animal RP - Staff only unless approved by staff/admin
REVENGE RP IS NOT ALLOWED
Verbal/Digital Content Permission
You cannot play copyrighted music, unless you have everyone's permission at the scene and you cannot play at government places such as Pillbox/PD etc.
Abusive words are NOT allowed in a role-play. Highly offensive abusive words are allowed only when there is mutual understanding between parties.
Server Guideline
Low Effort Role-play
You are expected to put effort into your role-play.
Always shooting, running from police in situations where it isn’t called for may be considered low-effort RP. For example: Running from a traffic stop where you would only be getting a speeding ticket.
Cop baiting is not allowed. Do NOT intentionally try to get pulled over or chased
Using NPCs, like the shop clerk as a hostage is considered low effort. Find a hostage and provide that interaction for others.
You may not run up and vulture [Random Stealing] pockets of anyone who is on the ground as part of a scenario you are not involved in. Please respect others Role-play
Please respect others Role-play in general.
Using NPCs like the shop clerk (Karim) as a hostage always is considered Low effort RP.
Fail RP
Not role-playing realistically.
Not fearing for your life when threatened by a weapon.
Taking unrealistic ramps in a vehicle.
Jumping off a three-story building and running away.
Perma-death
Under no circumstance can you force someone to perma their character.
If your character is downed and you decide it’s time for permadeath, all you need to do is role-play the scenario out with EMS when they find you.
You may use the /me command to give the EMS/Doctor characters the right indicators. Example: “/me has no pulse.” leading towards “/me has died due to their injuries.”
You cannot continue RPing on that character after you RP'd out a permadeath situation with them.
Emergency Services
Being a corrupt cop is not allowed.
Being a corrupt EMS is not allowed.
You cannot take an on-duty EMS as hostage or start fighting with them. Killing or hurting an EMS will result in severe consequences.
Once you are handcuffed and brought to Pillbox/PD the scenario is over.
You can’t take somebody hostage to trade them for the suspects at Pillbox/MRPD.
You can’t start a shootout at Pillbox/PD to break out suspects in custody. You have to understand and be mindful how these situations impact the entire city when Pillbox is under lock down due to something like this. Attacking the PD must involve high quality RP, and must start from outside the department with few initial warning shots.
Robbing
Robbing every player you see does not benefit the role-play on the server. Robbing players should be well thought out and uncommon. It should not be part of your role-play that your character robs people because he’s a scumbag.
Chain robbing the jewellery store, convenience stores and banks is not tolerated. Chain robbing is defined by continually hitting the same location over a period of time while not attempting to engage role-playing with law enforcement.
Tsunami warnings appear 30 minutes before they occur, a tsunami warning should signal a hold on Bank robberies, jewellery stores and convenience stores. It is not permitted to hit these locations while a tsunami is approaching.
Police looting is NOT allowed. If in the middle of a situation, and an on-going fight is continuing you may take painkiller, bandage, armour or ammo only. This is to allow lengthen the fights as much as possible without being unfair to anyone. If the fight is over, you are NOT allowed to scan all bodies to take items just for your collection
Taking hostage or robbing someone while they are AFK will result in a ban.
You must be honest with the police during negotiations regarding the number of hostages, your team size inside and outside.
Initiating RP with the intention of robbing a person is not allowed. But you can try to rob someone properly when you need something specific. Or you can scam someone who is trying to make a deal on illegal items.
Example: Someone is doing garbage collection, cow, chicken or any other job and you want a thermite that can only be found in a garbage collection job, then only you can gunpoint him and ask to cooperate and if he doesn't cooperate you can down him and take your thermite and also any other special item you get. But you can't empty his bag totally by taking his mobile, food, water etc. necessary items or headshot him after the situation is over. People don't kill each other just to rob them.Police will use bikes (as many as they wish) if your escape vehicle is a bike If you bring a car, police will not use bikes but cars only.
You cannot jump more than 2m (approx., height of a person) when driving a car. You may use ramps to make high jumps, but you have to make sure your car does not roll. Must land perfectly on four wheels and not hit anything.
If you accidentally drop your car more than this height and have a major accident, you must RP the accident and the car will not be driveable. (Driving away with the car may and will result in being reported and actioned by admins). You must act injured and not run like an Olympic athlete. You may even be creative and tell the police you are trapped inside and it is hurting a lot, so they will not taze you. In this case you must not start code red or start running as you are
Shooting from inside cars is allowed. If a criminal starts shooting at first, the police can initiate Code RED and call for a backup unit to join the situation.
A Police can always step off their vehicle to taze the suspects or their stopped vehicle wheels to disable them. If the suspects start tazing/shooting from inside their vehicle during a chase, then the police may do the same without stepping off their vehicle.
Demands for hostage: You may demand any two of the following:
No Spikes (within visible range)
No Heli
Not use GPS tracker (with or without heli)
No pitting.
No Automatic guns - you cannot make this demand if you plan to use auto guns yourself.
The police will not ask you for your demands. You must claim your demands yourself using proper quality RP during negotiation. If you fail or forget to claim your demands before the negotiation ends, then do not expect the police to honour anything you want. Please note you will get free passage out of there as long as you have an alive hostage and have your guns pointed towards him/her.
Example: Sir we have a hostage, and if you want him/her alive, please do not place any spikes around here and make sure no heli is following us with trackers. [Try to be creative, don’t use the memorised sentence you have been using in other cities].
Pitting: police will start to pitt you as soon as you get on the highway. The police may decide start to pitt within city limits
Kidnapping someone who is AFK is not allowed.
Recording - Players may take pictures with their phone using the emote (/e filmshocking). They may record using a camera (/e camera). The camera may pick up audio if the player is in range to hear the audio (not through walls/glass etc).
Criminal-LEO Interactions
You may kidnap LEOs given there is reasonable RP. Kidnapping just because you wanted to is not allowed. You must fear the consequences of doing such a thing.
You may not kidnap an LEO who is already actively RPing in a scenario you are not involved in.
You may not rob a cop without a valid reason; they are not your loot supplies or your personal armoury. For example: If cops are downed in a shootout after a robbery gone wrong and you ran out of bandages, ammo, armour etc. You may only take what you need to continue this scenario.
You may not hold up a cop at gunpoint to take their equipment without reason.
You are expected to be mindful of LEO presence. If you are aware that the active LEO presence is lacking, you should not take advantage of the fact.
If you did two store robberies and no police have turned up, don’t do the next one. Wait an hour before attempting to do another one.
No one should use a pistol without a gun license. For a gun license, please contact the Police Department. If you are caught with a gun without a license, police can fine/jail you for possession. If you are caught with it in your hand, you may be punished with bigger fines for brandishing.
Cop Fear
This is part of the Fear RP where you fear for consequences. You must not do anything illegal or say anything illegal in the presence of a police officer, this includes (but not limited to) burnouts, speeding (intentionally), baiting, being toxic, not listening to instructions, trying to kidnap someone etc.
You cannot start ramming police cars or make them chase you just so that you can kidnap or kill them once being chased.
You must give full respect to officers of law and accept consequences if punished for breaking this rule.
Miscellaneous Rules
Fake Hostages - using your friends as a hostage for a robbery is allowed, but if you get caught being a friendly hostage then you will get the same amount of fine and jail as the other criminals.

Loitering - Don't hang / loiter around Govt. properties, only be there if you are needed or required there. Bindass has numerous hangouts, chill and enjoy at these places instead of standing and chatting at the Pillbox or PD the whole day.
Tuner Chip - You must keep a tuner chip on you (in your pocket) if you tune your car.
Avoid Roleplay Blurring - There must be a clear separation between ‘in character’ (IC) and ‘out of character’ (OOC) behavior and knowledge. If your personal feelings begin to bleed into the roleplay, it is advised that you take a break from the server. If you continue to act based on OOC feelings, beliefs, disagreements or other information in character, especially in a toxic manner, we will be forced to remove you from the server. Please remember that your character is not you and anything that happens to your character is not a direct attack on your outside reality.
(t/me) should only be used to enhance your roleplay and should not be used to pass in game information.
In unavoidable situations, where you have to talk out of character, you must type "/me OOC 'your ooc message'. Example: "If someone uses (/me ooc) then that should be unseen or unspoken but instead you can reply to that using (/me ooc).
Big Tsunami
In Bindass we consider one big tsunami per week to reset all situations. Every week at 4am Saturday, when the tsunamis happen, you are to forget all situations and cannot take revenge or continue any RP for the weeks before. You will not however forget your friends and your enemies, just no vengeance will be remembered.
Police will only issue warrants that will not go beyond 4am on Saturday. If a warrant is issued that is going to go beyond the next big tsunami the warrant will end and clear at 4am on that Saturday.
All vehicles seized no matter for how long or what reason, will be released either just before the big tsunami or if time doesn't permit right after. If you still find your car in police custody, please politely ask any officer to release it. Do not lose your temper and start misbehaving with them. In extreme cases you may contact High Command or support and we will look into the issue, but this should not be your first course of action.
If you initiate any RP concerning police in the final hours just before the big tsunami on Friday, and police have reasons to issue a warrant for this, then the warrant will be issued just before, at or after the tsunami and may have an expiry of upto next week’s tsunami. This is to give police a chance to continue the RP you have started right before a tsunami.

Green zones
Pillbox hospital.

Main garage.
Blue zone - Police department and an area of 50 meters around the boundary. This zone is considered to be a safe refuge in normal circumstances, but if a registered organisation decides to attack the police, full force will be afforded to protect. All officers on or off duty will be called back to the PD and use all weapons allowed to them.
Red Zones - These are the turf areas allocated to official gangs
You are not to start demanding ransom or tax unless your turf has been officially handed over to you and an announcement is made by the gang management.
If your gang controls a Red Zone, you must operate wearing your official gang outfit. Anyone not wearing their colours, will not be considered as part of the turf controller. No complains will be taken if citizens did not listen to your demands in that case.
Police raids on the Red Zone will only happen under the command of High Command. No low command or junior officers are allowed to raid or attend red zones without the proper approval of High Command.
Exception to rule 20.3.3 : You are not allowed to run away from the cops and escape to a red zone. If you do so, police will have every right to raid the zone without High Command approval. All blame will be put on the citizen who has taken police into the zone.
